introduction

The Elders & Deacons Court (“EDC”) of the Adam Road Presbyterian Church (“ARPC” or the “Society”) is governed by the Constitution of the Society and is committed to comply with the Code of Governance for Charities and Institutions of Public Character, and all applicable laws and regulatory requirements.

purpose and scope

The ARPC Whistle-Blowing Policy is intended to provide a channel for staff, members, regular visitors or other persons to, in confidence, raise concerns about possible wrong-doing or improprieties and offer reassurance that they will be protected from victimization for whistle-blowing in good faith. It is assumed that all whistle-blowing is done in good faith based on genuine concerns, and is directed on matters such as (but not limited to):
  1. Forgery
  2. Misappropriation of funds and classified documents
  3. Unethical and misrepresentation of power and authority
  4. Failure to comply with laws and regulations
  5. Harassment
  6. Corruption and bribery
  7. Theft

General complaints and grievances over service quality, ministry deficiency, operational matters, HR policy, staff development review, unhappiness over private conduct of fellow ARPC Members etc. are not matters for whistle-blowing. These concerns should be taken up with pastoral and ministry leaders.

Reporting Channel

The Audit Committee has been appointed by the EDC to give oversight to the overall governance of the Society and ensure objective evidence-based investigation to all whistle-blowing reports, pertaining to the above scope of the policy.

The Committee encourages whistle-blowers to furnish accurate narration of issues (with supporting relevant evidence) and submit their names, NRIC, contact number and email address whenever possible for the purpose of verification and/or clarification. Concerns and irregularities expressed anonymously are more difficult to act upon effectively, but they will be considered, taking into account the seriousness and credibility of the issues raised.

ARPC respects the confidentiality of the whistle-blower and is committed to preserving confidentiality by keeping the report and case information secure and accessible only to designated persons. The Audit Committee shall also at its sole discretion to update the whistle blower on the progress as accorded with those issues raised.
